Should you have to swim to be a policeman?

In a country with an ample supply of rivers, streams, lakes and reservoirs, and where you can nowhere be more than 80 miles from the sea, police officers should not only be able to swim, but should be trained in life-saving techniques and the resuscitation of the apparently drowned.
