I use yahoo, there is a person who wants money how do I report the scam, says he has been robbed in Africa?

All you can do is report it as spam, I get stuff like that in my e-mail box and on yahoo messenger and I report them as spam and hoping that they get caught and locked up for it. I know that yahoo has a spam on so you can report this stuff as spam.
