I need reonstructive surgey?

why wont my doctors or health officals send me for it i have been insulted all my life by people calling me ugly freakshow and bride of frankenstein so why wont they help me at all i am too scared to go out of the house in case i scare people with how i look is it head up or down whe ido go out ...thanks kathy x
