Am I eligible for an appeal in reference to an overpayment by the Department of Veterans Affairs?

An important question would be, were you refunded the tuition, fees, etc. from the school when you were forced to drop the cles? If so, then I would think you would be required to refund that back to VA (since that money originally came from them). If it was past the drop cutoff and you didn't get a refund, then not since the reason for the drop was not by your choice. (uming such was the case...if you had an 'excused absence', in what respect were the professors 'not willing to work' with you? If you chose to drop the course merely because your grade might've been lowered from a missing ignment, you may be SOL.)
