Airplane, liquid over 3 oz? If I check in, is it ok to bring 8 oz liquid such as toothpaste or shampoo?

According to TSA website it says "YES" for liquid if I check in. Does it mean as long as I don't carry it with me into the airplane, it's ok to pack a 10 oz shampoo or toothpaste? Does 3 oz restriction only apply if I carry-on to the airplane?
